dualboot: fix runtime dependences

Several fixes to the runtime dependences:

* Use new override syntax with ':'
* There is not "dualboot-init" package only "dualboot"
* Delete dependence on trustfence-tool

While on it, define do_configure and do_compile as noexec, because those
tasks do not need to execute, and remove the wrong PACKAGE_ARCH entry
(as this package is arch/machine agnostic)
