firmware-qualcomm: Add CTL tables to CC8MN US BDF

Add Compliance Test Limits (CTL) information for FCC, CE and TELEC
certifications to the CC8MN US Board Data File.

The rest of the file (calibration, target power levels, etc.) remains
intact.
