Alex Gonzalez 1b6cc41acf meta-digi-del: Add VIRTUAL-RUNTIME_ntp. 
Move busybox-ntpd from del-core to del-network and allow for it to be
configurable via VIRTUAL-RUNTIME-ntpd.
