Add a variable analogous to TRUSTFENCE_SIGN to enable/disable artifact encryption. Deprecate TRUSTFENCE_DEK_PATH in favor of TRUSTFENCE_KEYS_PATH to use a more generic name and avoid overloading it as an on/off flag.
